Leeds confirms director of city development

Angela Barnicle’s position has been made permanent, following a six-month interim period.

She took over from Martin Farrington in September when he left local government after 35 years and moved into consultancy.

Barnicle started her career at Leeds City Council as a surveyor in 2000, before leaving for Deloitte almost six years later.

Following 11 years at the firm, where she rose to director level, Barnicle returned to LCC in 2017 as head of asset management, before progressing to chief officer for asset management and regeneration.

She took on the interim role of director of city development last September.

Leeds is in the midst of regeneration projects such as the British Library North, Heart of Holbeck, and the Mass Transit system.

Ed Whiting, chief executive of LCC, said: “Angela’s leadership will be invaluable as we tackle ambitious growth plans in the city in challenging but exciting times ahead.

“Angela’s experience in both the public sector, in roles here at the council, and then a huge proportion of her career spent in the private sector, allow her to bring a unique perspective to the role.”
