- PAUL RICHARDS, STOCKPORT COUNCIL | Paul served concurrently as director of development and regeneration for Stockport Council, a role which he started in 2017. He was at the forefront of the Council’s interventionist approach to changing its town through their £1 billion transformation
programme, delivering schemes across the retail, leisure, office, and light industrial sectors.
- NICOLA ELSWORTH, TAMESIDE COUNCIL | Nicola is a property and planning professional with over 20 years of experience in the development industry. In Nicola’s current role she is responsible for driving forward the Council’s strategic growth and regeneration programmes.
- PAUL ROGERS, LANCASTER COUNCIL | With over three decades of experience in economic development and regeneration, Paul is currently working on commercial, cultural, affordable housing, and infrastructure projects across Lancaster, Morecambe and Heysham.
- CAROLINE BAKER, CUSHMAN & WAKEFIELD | Caroline specialises in working with public sector clients to regenerate priority areas through determining how their development potential could be unlocked. She has worked extensively across the North West and is currently working on transformational projects in Blackpool, Stockport and Liverpool.
- PHIL MARSDEN, MUSE | Phil joined Muse in 2014 and has over 25 years’ experience within the property industry. During his time at Muse, Phil has played a key role in delivering a number of significant projects across the region and establishing Muse’s industry leading sustainability strategy ‘Our Sustainable Future’.
- SANDY LIVINGSTONE, ONWARD HOMES | Sandy is responsible for the delivery of Onward’s development programme of 5,000 new homes by 2030, a £100m retrofit programme addressing some of Onward’s least energy-efficient properties, maintenance, and its strategic approach to asset management.
- KATHY MCARDLE, CHESHIRE WEST & CHESTER COUNCIL | Kathy is responsible for the strategic leadership and direction of economy and housing, environment and communities, and transport and highways directorates.
- NUALA GALLAGHER, LIVERPOOL CITY COUNCIL | Nuala has more than two decades of experience in development and placemaking internationally. She is a registered architect and a graduate of Columbia University with a master’s in urban design. In 2023, Nuala joined Liverpool City Council, where she is currently corporate director of city development.
- CATHERINE HOLMES, HOMES ENGLAND | Catherine has responsibility for several of the largest emerging regeneration opportunities on patch. Catherine has a breadth of experience across the agency’s activities and has previously managed some of the most complex, high value projects in the North West as well as leading on the strategic asset disposals programme.
